Dr. Dwight W. McDowell, III : Biographical Sketch
Dwight W. McDowell was born in Philadelphia, PA on February 24, 1970. He has been a resident of Norfolk for
the past 13 years.
Mr. McDowell's professional background is diverse, and reflects 13 years of professional experience working in
public service. He has worked at the State, Local and Federal Government levels, as both a civilian and a sailor.
But his true passion is working with urban as well as suburban youth. He has been both a coach and mentor to this
population at a local recreation center in Norfolk. He started out as a coach and mentor at the East Ocean View
Recreation Center in 1995. In 1998, he founded the East Ocean View Beach Athletic Association, for the purpose
of not only impacting, but also enriching the lives of youth through sports and various community activities. It has
become his mission to revive, restore and reform this East Ocean View Beach community to a safe place for both
the children and the citizens.
During his time in Norfolk, Mr. McDowell has served in the United States Navy. He was an active member of the
US Navy from 1988-1995. He served an 8-month tour of duty during the Desert Storm/Desert Shield Campaign.
After 7 years of service he received an honorable discharge from the Navy. Since, 1995 he has served in the
United States Naval Reserves. In June 2000, he received the Outstanding Volunteer Service Medal from the
Naval Reserves.
Mr. McDowell is also quite active in his church, Corner Stone Christian Center, where he is a deacon. He's also a
Teen Ministry Leader, and the Right Relations Coordinator, along with his wife, for the Married and Unmarried
Ministry. He's also very involved in the Drama Ministry. Mr. McDowell is a man with a call on his life, who
understands that he's been chosen by God to do His will.
Since Mr. McDowell has been involved with the East Ocean View Beach Athletic Association and the city of
Norfolk, he has received many awards and gained much recognition for his tireless dedication to the recreation
center and it's children. . Mr. McDowell has seen many phases of the vision for the East Ocean View Beach
Athletic Association fulfilled. In 1997, he received a Community Special Hero Award. He has earned three
outstanding volunteer of the month awards (September 1999, December 1999, and June 2000). He was also
nominated for the Martin Luther King Distinguished Community Service Medal this past January.
Mr. McDowell's favorite title is that of Husband to wife Angela, and Father to daughter Ravenn, 10 and son
Ravonn, 5. He considers being a husband and father his most important role.

1999 Research with Precious Metal West Refinery, Stone-in-Place-Casting.
Developed a method that made it possible to place Diamonds, Rubies and Sapphires
into wax and then cast the stones in place with platinum.
2000 Research casting tall trees in platinum. It is now possible to cast 6”
trees weighing as much as 550 grams using induction -melting techniques. Results
published 2002.
